Rose Jewell City of Washougal Community Engagement Manager Rose joined the City in 1997, working in Community Development through 2011, at which time she became the Assistant to the City Administrator and Mayor, then transitioning to her current role as Community Engagement Manager in 2021. She is a graduate of the Sharon Lance School of Business and has certifications through Community Mediation Services (CMS) and the National Alliance of Mental Illness (NAMI). Her mission is to create a cohesive relationship between local government and the community it serves. Michele Gregson Communications Chair Michele is a long-time resident of the Washougal/Camas area where she and her husband raised their younger children. She brings to the board a background in community service. She and her husband lead an outreach that has been providing services to families in Camas and Washougal since 2015. She began volunteering with ReFuel in 2015, first serving meals then joining the board. Michele and her husband Mike are very involved with their church, community outreach, and their large family (7 adult children and 6 grandchildren), when she isn’t at the ball field cheering on her grandchildren, she and Mike enjoy spending as much time as they can traveling, and camping. Matt Blecharz Treasurer As a dedicated data leader within the financial industry, Matt is driven to support organizations giving back to the local community through fiscal accountability and scaled opportunities to continue serving those of greatest need! Additionally, Matt leverages his expertise and leadership in data analytics to empower organizations in making informed decisions. His passion for delivering actionable intelligence contributes to the overall success of strategic initiatives and tactical executions. Fran Whitmeyer President/Volunteer Coordinator Fran began community volunteering as a child alongside of her mother in Richardson, Texas and hasn’t stopped. She has her Bachelor's degree in Business/Operations Management and Cost Accounting. Fran also volunteers her time as a reading buddy at Hathaway Elementary School and as the outreach coordinator for “Backpack Friday” at St Anne’s Episcopal Church. In the summer of 2011, she and her family were transferred to the PNW and in 2014 they settled in Washougal. Fran enjoys learning about the beautiful PNW, her new home, gardening, cooking, cross stitch, sewing, and spending time with family and friends. Ann Stevens Vice-president/Community Engagement Leann Wilkins Secretary Leann, a lifelong resident and graduate of Washougal High School, works at iQ Credit Union. Her educational accomplishments include an Associate degree in Accounting and a diploma from Western CUNA Management School, a powerful development program for credit union professionals. Her purpose for ReFuel is to create a stronger community for her family and friends. She has served the ReFuel leadership since 2018. Tia Billings Board Member, Facilitator Coordinator/Admin Ann has lived in Washougal for over 20 years, coming from California, Washougal is her home. She raised two boys that graduated from Washougal High School and has been married for 30 years. She works for the Washougal School District. She has deep roots within the community through her contributions with Unite! Washougal & ReFuel Washougal. She serves as President on both. She has supported Unite! Since 2014 and ReFuel since 2015. She is on the board of the Camas Washougal Community Chest and W.S.A.F.E. She has also given time to the Washougal Lions Club and the General Federation of Women’s Clubs. She was on the board of the Washougal Business Association where she served as the Vice President. She served as an advisor with the Clark County Sheriff’s Office Explorers program.   • FRIDAY MEALS OVERVIEW | ReFuel Washougal

    Friday Meals ReFuel operates entirely on the generosity of volunteers Contact us to get involved! You and your group will plan, cook, and serve a meal at the Washougal Community Center on the Friday you signed up for. The meal plan is up to you! You will shop for ingredients and prepare the meal. ReFuel will reimburse you up to $200 for the cost of the meal. ReFuel Washougal provides a meal Facilitator who will be on site for any questions and to provide guidance in making your meal a success. Your Facilitator will meet you at the Washougal Community Center. Dinner is served from 4-6 pm. Groups will have access to our full kitchen as early as 2 pm. All serving utensils, dishes, cutlery, and paper products will be provided. More instructions will be provided to you as your meal date approaches. We serve currently between 80-140 meals. Our volunteer coordinator can provide you with stats from the last few weeks. Your PIC (person in charge) must have a current Food Handlers Card from the state of Washington. This can be done online for $10 and takes about 30 minutes. If you have never been to a ReFuel meal, we encourage you to come alongside another group to get the scope of the evening.   • HISTORY OF REFUEL | ReFuel Washougal

    History of ReFuel Refuel Washougal is a community-supported weekly free meal that demonstrates Washougal’s commitment to residents who are experiencing hard times. The mission of Refuel Washougal is this: “To comfort our community by providing a warm meal to those in need.” Since Jan. 2, 2015, churches, schools, community groups and individuals have provided a meal and fellowship in a welcoming setting. About 50 people attend each Friday, including people experiencing homelessness, teenagers, families, seniors and others who may be hungry, isolated or lonely. ReFuel Washougal volunteers supplement the meal with blankets, sack lunches, community resource information and “HUGS” (hats, underwear, gloves, socks/scarves). The food, clothing and resource information are gratefully received by guests. They also appreciate the extraordinary spirit that characterizes Refuel Washougal: after preparing and serving the meal, the volunteers sit down and eat with the guests, engage in friendly conversation, and show that they care. Refuel Washougal grew from community conversations about strategies for assisting Washougal residents who were struggling. Friends of Excelsior High School, the Washougal Lions Club and Mayor Sean Guard were involved in early discussions that resulted in a blanket drive. Dozens of people, churches and organizations made the blanket drive an immediate success, and the community-wide mobilization demonstrated Washougal’s deep generosity when presented with an actionable request. As the plan for weekly meals took shape, Washougal took action. Excelsior High School hosted a soup dinner fundraiser for kitchen supplies; the school district distributed information; Girl Scouts provided cookies and decorated the dining area for Valentine’s Day; churches supplied volunteers and food; individuals and nonprofits stepped up with a range of supports; and a core group met regularly to work out efficient systems and to share equipment and other resources. In the winter of 2017-2018, ReFuel expanded its reach to help those living on the streets by opening a Severe Weather Shelter hosted by St. Matthews Church. In 2018-2019, the Washougal Community Center became the home of the Severe Weather Shelter, providing a clean, dry place to sleep during inclement weather; housing 4-11 homeless citizens a night. The shelter is fully staffed by volunteers who provide a warm evening meal and a hearty breakfast. A grant from the Camas-Washougal Community Chest provided much needed funding for the shelter. Refuel Washougal is an ongoing program. It has been nominated for several awards such as the Nonprofit Network of Southwest Washington’s Excellence in Collaboration Award, based on partnerships among churches, schools, government, service clubs, nonprofits and individuals. Most recently ReFuel Washougal and the City of Washougal were recognized by the Clark County Juvenile Court for its collaborative partnership with the Restorative Community Service Program.

Moving forward, due to health department regulations,
ReFuel will no longer be offering meals to go.
