Friday Meals Since January 2015, ReFuel has provided meals and fellowship in a welcoming setting. Meals are served each Friday from 4-6 pm at the Washougal Community Center. Contact us for more information.

Severe Weather Shelter The shelter opens when freezing temperatures are in the forecast. You can help! The shelter is now at The Salvation Army of Washougal as Refuel has partnered with them to provide services to our community.

ReFuel Washougal is a 501(c) non-profit organization that serves the Washougal residents who are experiencing hard times. Friday Meals have been serving guests since 2015. The Severe Weather Shelter was added in 2017 to protect those living on the streets during inclement weather.

Rose Jewell City of Washougal Community Engagement Manager Rose joined the City in 1997, working in Community Development through 2011, at which time she became the Assistant to the City Administrator and Mayor, then transitioning to her current role as Community Engagement Manager in 2021. She is a graduate of the Sharon Lance School of Business and has certifications through Community Mediation Services (CMS) and the National Alliance of Mental Illness (NAMI). Her mission is to create a cohesive relationship between local government and the community it serves. Robert Barber Board Member Ever since moving to Washougal, Robert has been an active part of the community. Besides ReFuel, he serves on the C W Chamber as president and the Unite! Washougal Leadership. When he is not volunteering, Robert enjoys riding his motorcycle, hiking the beautiful Columbia River Gorge and spending time with family and friends, and of course working his day jobs as Pastor of St Matt's Lutheran Church and a financial advisor with Edward Jones. Matt Blecharz Treasurer As a dedicated data leader within the financial industry, Matt is driven to support organizations giving back to the local community through fiscal accountability and scaled opportunities to continue serving those of greatest need! Additionally, Matt leverages his expertise and leadership in data analytics to empower organizations in making informed decisions. His passion for delivering actionable intelligence contributes to the overall success of strategic initiatives and tactical executions. Ann Stevens President Ann has lived in Washougal for over 20 years, coming from California, Washougal is her home. She raised two boys that graduated from Washougal High School and has been married for 30 years. She works for the Washougal School District. She has deep roots within the community through her contributions with Unite! Washougal & ReFuel Washougal. She serves as President on both. She has supported Unite! Since 2014 and ReFuel since 2015. She is on the board of the Camas Washougal Community Chest and W.S.A.F.E. She has also given time to the Washougal Lions Club and the General Federation of Women’s Clubs. She was on the board of the Washougal Business Association where she served as the Vice President. She served as an advisor with the Clark County Sheriff’s Office Explorers program. There are other organizations she volunteers with when they need it. She wants to help our community by giving as much back as she can. Fran Whitmeyer Vice-president and Volunteer Coordinator Fran began community volunteering as a child alongside of her mother in Richardson, Texas and hasn’t stopped. She has her Bachelor's degree in Business/Operations Management and Cost Accounting. Fran also volunteers her time as a reading buddy at Hathaway Elementary School and as the outreach coordinator for “Backpack Friday” at St Anne’s Episcopal Church. In the summer of 2011, she and her family were transferred to the PNW and in 2014 they settled in Washougal. Fran enjoys learning about the beautiful PNW, her new home, gardening, cooking, cross stitch, sewing, and spending time with family and friends. Leann Wilkins Secretary Leann, a lifelong resident and graduate of Washougal High School, works at iQ Credit Union. Her educational accomplishments include an Associate degree in Accounting and a diploma from Western CUNA Management School, a powerful development program for credit union professionals. Her purpose for ReFuel is to create a stronger community for her family and friends. She has served the ReFuel leadership since 2018. Tia Billings Board Member, Severe Weather Shelter Coordinator Rhonda Ackman Board Member, Fund Raising Chair Rhonda is a long-time resident of the Washougal/Camas area where her and her husband raised their three children. She has a business background including two businesses they had in the area throughout the years. She began volunteering with ReFuel in 2018 after a mission trip to Guatemala moved her to come back and get involved locally to help those in need in her community. Her hobbies include biking, hiking, kayaking and anything outdoors in the Gorge. She also enjoys spending time with her three grown children that live nearby. Michele Gregson Communications Chair Michele is a long-time resident of the Washougal/Camas area where she and her husband raised their younger children. She brings to the board a background in community service. She and her husband lead an outreach that has been providing services to families in Camas and Washougal since 2015. She began volunteering with ReFuel in 2015, first serving meals then joining the board. Michele and her husband Mike are very involved with their church, community outreach, and their large family (7 adult children and 6 grandchildren), when she isn’t at the ball field cheering on her grandchildren, she and Mike enjoy spending as much time as they can traveling, and camping.
