Rose Jewell City of Washougal Community Engagement Manager Rose joined the City in 1997, working in Community Development through 2011, at which time she became the Assistant to the City Administrator and Mayor, then transitioning to her current role as Community Engagement Manager in 2021. She is a graduate of the Sharon Lance School of Business and has certifications through Community Mediation Services (CMS) and the National Alliance of Mental Illness (NAMI). Her mission is to create a cohesive relationship between local government and the community it serves. Robert Barber Board Member Ever since moving to Washougal, Robert has been an active part of the community. Besides ReFuel, he serves on the C W Chamber as president and the Unite! Washougal Leadership. When he is not volunteering, Robert enjoys riding his motorcycle, hiking the beautiful Columbia River Gorge and spending time with family and friends, and of course working his day jobs as Pastor of St Matt's Lutheran Church and a financial advisor with Edward Jones. Matt Blecharz Board Member As a dedicated data leader within the financial industry, Matt is driven to support organizations giving back to the local community through fiscal accountability and scaled opportunities to continue serving those of greatest need! Additionally, Matt leverages his expertise and leadership in data analytics to empower organizations in making informed decisions. His passion for delivering actionable intelligence contributes to the overall success of strategic initiatives and tactical executions. Not pictured: Tia Billings, Secretary Ann Stevens Board Chair Ann works for the Washougal School District and has supported ReFuel since 2015. She has deep roots within the community through her contributions to Unite! Washougal, Washougal Lions, and other non-profits. She formerly served on the Washougal Business Association and as an Advisor with the CCSO Explorer program. Ann moved here in 2003 with her husband and two boys that have both graduated from Washougal High School. She wants to help community members in need through her work with ReFuel Washougal. Fran Whitmeyer Co-Chair Fran began community volunteering as a child alongside of her mother in Richardson, Texas and hasn’t stopped. She has her Bachelor's degree in Business/Operations Management and Cost Accounting. ​ Fran also volunteers her time as a reading buddy at Hathaway Elementary School and as the outreach coordinator for “Backpack Friday” at St Anne’s Episcopal Church. ​ In the summer of 2011, she and her family were transferred to the PNW and in 2014 they settled in Washougal. Fran enjoys learning about the beautiful PNW, her new home, gardening, cooking, cross stitch, sewing, and spending time with family and friends. Leann Wilkins Treasurer Leann, a lifelong resident and graduate of Washougal High School, works at iQ Credit Union. Her educational accomplishments include an Associate degree in Accounting and a diploma from Western CUNA Management School, a powerful development program for credit union professionals. ​ Her purpose for ReFuel is to create a stronger community for her family and friends. She has served the ReFuel leadership since 2018.
