Rose Jewell City of Washougal Community Engagement Manager Rose joined the City in 1997, working in Community Development through 2011, at which time she became the Assistant to the City Administrator and Mayor, then transitioning to her current role as Community Engagement Manager in 2021. She is a graduate of the Sharon Lance School of Business and has certifications through Community Mediation Services (CMS) and the National Alliance of Mental Illness (NAMI). Her mission is to create a cohesive relationship between local government and the community it serves. Robert Barber Board Member Ever since moving to Washougal, Robert has been an active part of the community. Besides ReFuel, he serves on the C W Chamber as president and the Unite! Washougal Leadership. When he is not volunteering, Robert enjoys riding his motorcycle, hiking the beautiful Columbia River Gorge and spending time with family and friends, and of course working his day jobs as Pastor of St Matt's Lutheran Church and a financial advisor with Edward Jones. Matt Blecharz Board Member As a dedicated data leader within the financial industry, Matt is driven to support organizations giving back to the local community through fiscal accountability and scaled opportunities to continue serving those of greatest need! Additionally, Matt leverages his expertise and leadership in data analytics to empower organizations in making informed decisions. His passion for delivering actionable intelligence contributes to the overall success of strategic initiatives and tactical executions. Not pictured: Tia Billings, Secretary Ann Stevens Board Chair Ann works for the Washougal School District and has supported ReFuel since 2015. She has deep roots within the community through her contributions to Unite! Washougal, Washougal Lions, and other non-profits. She formerly served on the Washougal Business Association and as an Advisor with the CCSO Explorer program. Ann moved here in 2003 with her husband and two boys that have both graduated from Washougal High School. She wants to help community members in need through her work with ReFuel Washougal. Fran Whitmeyer Co-Chair Fran began community volunteering as a child alongside of her mother in Richardson, Texas and hasn’t stopped. She has her Bachelor's degree in Business/Operations Management and Cost Accounting. ​ Fran also volunteers her time as a reading buddy at Hathaway Elementary School and as the outreach coordinator for “Backpack Friday” at St Anne’s Episcopal Church. ​ In the summer of 2011, she and her family were transferred to the PNW and in 2014 they settled in Washougal. Fran enjoys learning about the beautiful PNW, her new home, gardening, cooking, cross stitch, sewing, and spending time with family and friends. Leann Wilkins Treasurer Leann, a lifelong resident and graduate of Washougal High School, works at iQ Credit Union. Her educational accomplishments include an Associate degree in Accounting and a diploma from Western CUNA Management School, a powerful development program for credit union professionals. ​ Her purpose for ReFuel is to create a stronger community for her family and friends. She has served the ReFuel leadership since 2018.

  • SEVERE WEATHER SHELTER | ReFuel Washougal

    Severe Weather Shelter "Offering life-saving shelter from freezing temperatures and inclement weather." During severe winter weather there is a shortage of overnight shelter in Clark County. ReFuel Washougal, in partnership with the City of Washougal, spearheads efforts to meet this need in East County whenever the weather forecast predicts snow, freezing rain, or temperatures below 30 F. ​ Goals To provide a welcoming, safe place to sleep, simple food, and access to a bathroom during severe weather events To provide volunteers with the training and support needed for a safe and meaningful experience To be a community that cares by showing compassion for our fellow community members, specifically those who are most vulnerable during severe weather conditions ​ Operational Overview All are welcome Capacity: 20 guests Hours of Operation: 6:00 pm to 7:00 am Days of Service: Declared severe weather events - forecast of 30 F or less, snow and/or freezing rain* *We can only open if we have volunteer capacity for any given night ​ Additional Local Resources Council for the Homeless 211info City of Vancouver ​ Volunteers Needed Washougal's Severe Weather Shelter and all of ReFuel's services operate on the kindness of volunteers.   • FRIDAY MEALS OVERVIEW | ReFuel Washougal

    Friday Meals ReFuel operates entirely on the generosity of volunteers Contact us to get involved! You and your group will plan, cook, and serve a meal at the Washougal Community Center on the Friday you signed up for. The meal plan is up to you! You will shop for ingredients and prepare the meal. ReFuel will reimburse you up to $200 for the cost of the meal. ReFuel Washougal provides a meal Facilitator who will be on site for any questions and to provide guidance in making your meal a success. Your Facilitator will meet you at the Washougal Community Center. Dinner is served from 4-6 pm. Groups will have access to our full kitchen as early as 2 pm. All serving utensils, dishes, cutlery, and paper products will be provided. More instructions will be provided to you as your meal date approaches. We serve currently between 80-140 meals. Our volunteer coordinator can provide you with stats from the last few weeks. Your PIC (person in charge) must have a current Food Handlers Card from the state of Washington. This can be done online for $10 and takes about 30 minutes. If you have never been to a ReFuel meal, we encourage you to come alongside another group to get the scope of the evening.
